Windows 10: Getting 0x80070003 error when trying to update from 1803

Like many people, it seems, I'm stuck on 1803 and unable to update. I've noticed it always gets to "Installing: 82%" before it gives me the error. I've searched around on the subreddit, followed all the steps on this webpage:

I've tried using the Update Assistant, I've tried downloading the latest update straight from Microsoft's website, but nothing seems to work. I've heard reinstalling Windows might work (it looks like one person still had problems after doing that) but seeing as that required backing everything up, I'd rather save that as a last resort. Does anyone have any ideas? Does the fact that it always displays the error after 82% bear any significance?

I suggest you to follow the steps given in the link below and check if it helps you. Select Windows 8.1 from the Product list.

Windows Update Error 0x80070003 on KB4022715 and KB3186568.

Hi, I'm getting error 0x80070003 on the cumulative and .NET updates for this month (KB4022715 and KB3186568). I'm using Windows 1607 (14393.1198). My system is not compatible with the Creators update.

I've tried many different things, all have failed. Things I've tried:

• SFC /scannow and DISM
• Windows Update Troubleshooter
• Manually downloading the updates
• The first 4 steps on "Fix Windows Update Errors": https://support.microsoft.com/en-us/help/10164/fix-windows-update-errors
• Copying registry from RegBack to config folder
• Creating another user account and trying the update from there.
• Several different methods of resetting Windows Update including stopping services, clearing SoftwareDistribution folder, re-registering DLLs, deleting qmgr files, renaming catroot2 folder, restarting services, etc.
• Several batch files made for the error on Win 7 systems. Windows Update - Reset - Windows 7 Help Forums
• Resetting Win Update components (from Microsoft) https://support.microsoft.com/en-us/help/971058/how-do-i-reset-windows-update-components I got errors while re-registering about 1/4th of the DLL files. (Even after SFC works).

I have a copy of my system in a VirtualBox VM. I'm willing to try about anything on that. Keep in mind that it takes me about 2 hours to try a single method out in the VM. I will try any fixes in the VM before trying them on my real system anyway. I know the VM uses different drivers.

I tried everything the Microsoft virtual assistant suggested. But still getting error 0x80070003.
