Windows 10: Getting desperate, MS Store and all base windows apps have no icon and do not seem to exist

I've tried nearly every fix under the sun, I've put so so many different commands into command prompt/powershell but nothing has worked, I even gave up this morning and did a clean system reset and the problem persists.
I put up with this issue for a long time so i can't remember exactly how it started but I'm pretty sure it happened a while ago during my last system reset and the reset froze midway through and I had to do a hard shutdown on my computer then attempt the reset again.

I'm currently using the Windows update assistant to try and regain my app store and other apps that way but I absolutely do not have high hopes.
I never post in community help forums but at this point I'm so desperate for some sort of actual help that I'll try anything. Nothing has worked yet.

Apps listed in the Store need to be approved by MS, otherwise you can download/install apps the same as you did on Windows 7. All "Metro" apps though must be installed by using the Store, afaik anyways.

 

Windows Store not updating existing apps

We may need to resolve the Windows Update error first, so that you can update the apps on the
Windows Store. Let's refer to this article. Here are the suggested steps to follow:

• Choose the version of your Windows (Windows 10).
• Select No under Step 2 (Run the Windows Update troubleshooter).
• Download the most recent KB. If you have done this step, click
  No to proceed to Step 4.
• Run the DISM command. Follow the steps that will be provided.

In order to diagnose the issue, we suggest that you try the following methods:

Method 1: Kindly run the Windows Store Apps troubleshooter.
To run it, follow the steps below:

• Click Start.
• On the search bar, type Troubleshooting, and click on
  Troubleshooting from the results.
• On the left pane, click View all.
• Click Windows Store Apps.

Method 2: We suggest that you manually reset the Windows Store app cache
and then try to update apps again. To manually reset, follow the steps below:

• Click Start.
• On the search bar, type CMD, and right-click CMD
  from the results.
• Click Run as administrator.
• Type wsreset, and press Enter.
