Windows 10: Getting "Hmmmm... your Internet access is blocked. " error message on Edge after resetting PC

I reset a Microsoft Windows 11 pro PC dell Inc Latitude 7400 using the Reset PC option but now when I launch Microsoft Edge I get the “ "Hmmmm... your Internet access is blocked. " error message. How do I resolve this?I tried rebooting, resetting Edge settings, and even tried turning off Firewall/AV as a test but still no luck. Any ideas?

Internet Access Blocked

So I just noticed my plex media server is unaccessible from my TV, says server unavailable. I can view the server (which is running on my laptop) when I go to 127.0.0.1 but if I try and go to the full private ip address I get this message.
I even tried turning Windows firewall completely off and I still get that message. I also get it when trying to log in to my router....
I also get general failure when pinging any local IPs
What is blocking me, if not windows firewall?

Pop up blocked message in Microsoft Edge

To enable and disable the popup blocker, follow these steps:

• Click the "..." button in the upper right-hand corner to access the Microsoft Edge menu.
• Select Settings.
• Click on View Advanced settings.
• Block up Pop ups. From here you can turn off or on the pop up blocker.

Unable to access YouTube websites on Internet Explorer and Microsoft Edge on Windows 10

• Does this issue specific only with YouTube?

InPrivate mode and check.

InPrivate Browsing enables you to surf the web without leaving a trail in Internet Explorer. This helps prevent anyone else who might be using your computer from seeing what sites you visited and what you looked at on the web. You can start InPrivate
Browsing from the New Tab page or the Safety button.

Steps to open the browser in InPrivate mode:

Open Internet Explorer, press Shift+Ctrl+P
to open the browser in InPrivate mode and try to access the website.

Method 2: For Microsoft Edge:

I suggest you to check if the Adobe Flash player is enabled on Microsoft Edge.

• Open Microsoft Edge, click on More actions
  (...) in the right-top corner of Microsoft Edge window.
• Click on Settings, scroll down and click on
  Advanced settings.
• Enable Use Adobe Flash Player
• Check if the issue persists with accessing the YouTube websites.
