Windows 10: Getting Request to Open File a File on Windows 10 when booting or restarting.

When booting or restarting Windows 10, when loading my desktop its asking how to open a file, with which app. No name of file or anything, adding screenshot.I did open it with WordPad and WORD, and its just a text "S-1-5-21-513011163-xxxxxxxxxx-xxxxxxxxxx" I changed here the final numbers for X's since I don't know what they are.- I have tried disabling in MSCONFIG all non windows services for startup, but problem persist. - Have also uninstalled the last software I have added.....problem perist.- Running ESET anti virus, no problem detected...still getting the request when restarting Win

opening .dds files with gimp

Simply, HOW? I got the DDS plugin but the POS wont open DDS files still. Can someone give me a step-by-step rundown of how to install the DDS plugin for gimp so I know if I'm missing something?
