Windows 10: Getting "The specified account already exists" error message.

What causes this error and how do I install a third party program if I keep getting this error? Garmin says it's a Windows issue.*Moved from feedback.

In Device manager, most of those from that list are signed as Microsoft drivers, probably for compatibility purposes, just like disk drive drivers.
These are only ones from that list that I can find that is signed as AMD.

It's a bit too generic. The first step, regedit the software key by deleting all "AMD" seems a bit fraught with peril. *Wink

I'll try to uninstall the v2.04.04.111 via the control panel and then install v2.10.13.408.

The Chipset IO folder you posted an image of has 22 sub-directories. Yet, the installer only shows 6 items being updated (Power Plan, GPIO, PSP, SMBus, PCI Device, and GPIO (Promentory) ). That's where I'm puzzled by the manual option. If I open up device manager, I'm thinking I should go through a LOT of them, but I don't know exactly which ones (devices in device manager) correspond to the 6 items that AMD updater shows on its update (the image with the selectable six items).

Have I made sense?

Yes, amd_chipset_software_2.10.13.408.exe is just self extracting archive that extracts driver folder and files to C;\AMD folder from which you can install directly, no need to un-archive again.
Error 1316: The specified account already exists is windows installer problem.
There is Windows Installer service you might want to restart or make Automatic.



As you can see "Chipset driver" is conglomerate of drivers for various parts



but you should be able to uninstall from here



But now it maybe to late if you deleted files from Programs folder. Since you have discrete GPU, drivers for it are separate from chipset drivers so uninstalling them wouldn't help any.
As for installer problem, have you tried this ?
