Windows 10: "Getting Windows Ready"

I was in the middle of a disk clean up in Windows 10. The process looked different that what I normally see, and I did a restart in the middle of it. When my laptop came back on, it was a blue screen with the spinning wheel saying "Getting Windows Ready do not turn off your computer". It's been like this for a hour. Is this normal after the action I took and should I wait it out...or is it a problem?
