Windows 10: GHz Running Low

Hi, a week ago I the Latitude E5440 laptop Windows 10 and I've been getting problems with performance. When I would go to task manager and click on performance, my speed would be 0.78 GHz instead of 2.60 GHz. Obviously this is way, way slower than what it should be and I've already tried guides on YouTube and other things. It is very hard to run programs with this problem and I'm stuck at the moment. Please help.

Running Low on Space

I keep getting a warning that I am running low on space in the Local Disk (F. None of the suggested fixes are doing anything to free up storage, any suggestions?
