Windows 10: giftcard money didnt deposit

ok so i learned about microsoft points and i saw that i had alot of them already on my account, i used them on a giftcard 2$ and the email came and said the money from giftcard has been deposited into your account. i go there and check and its still 0$, i do the giftcard thing again and still 0$ where did it go or its just a scam?

Is there a way to deposit money into an account so I don't keep getting $.99 charges on my credit card statement all the time. I know in Playstaition I can Deposit any amount I want into the account using my credit card and they keep a running balance
for me.

Can I use a Windows store giftcard to buy game dlcs on the Xbox marketplace? I'm asking this because I normally just buy a Xbox giftcard
