Windows 10: GLITCH: Windows 10 Desktop Flashes for half a second then tabs become black and the desktop...

I'm having issues with my Windows 10 recently, whenever I'm casually using my pc and while I'm editing, the display flickers for half a second then everything becomes black, the taskbar disappears, the tabs that are open are partially black and the only way to revert this issue is to hover the mouse where the icons should be. I have no issues when it comes to gaming though, the glitch, for some reason, doesn't show itself when I'm playing games. There are also some times wherein hovering the mouse over the icons that disappeared doesn't even work and the only workaround is to restart the PC an

Windows Desktop Flashes on and off

Hello. I have the same problem as shown in this forum on August 13 2015: HELP! Windows 10 flashing desktop

After switching on my 2-year old 64-bit Windows Acer Laptop, the desktop started "flashing" on and off: within a second or two of the icons populating the desktop, and the taskbar icons appearing, the screen goes black. A second or two later the desktop
reopens, the icons populate the screen and 1-2 seconds later the screen goes black again. This cycle repeats indefinitely. All this time the blue circle goes round and round, showing that the desktop is trying unsuccessfully to load something.
I am unable to open settings because any command is wiped when the desktop crashes. Just before the desktop crashes, the CPU is at 98%. Restarting the laptop (done numerous
times) does not rectify the problem.

It affects only my administrator account, but not my daughter's standard account (non administrator). However, I am unable to convert the standard account to an administrator account. On the standard account I can open settings.

I followed the detailed advice in the 2015 forum, but it does not work for me because:

1) when I use task manager, file, new task, use as administrator, appwiz.cpl, the second box that then opens with the list of apps disappears after two seconds every time the desktop crashes to the black screen.

2) iCloud does not show in the list of apps in the appwiz.cpl box, and does not show in the settings list of apps, so I could nou uninstall iCloud.

3) I do not have Norton security. I have Kaspersky, but disabling Kaspersky does not rectify the problem.

I used Task Manager to search for events, errors and it shows a vast number of Application Error 1000 events.

If there is any way to convert my daughter's standard account to an administrator account, then I could set up a new administrator account and then delete the old administrator account with the flashing desktop. However,
when I try to convert my daughter's standard account to an administrator account, I cannot see any mechanism for doing so. Once I have a new administrator account, or once I resolve this problem, I am going to create a "rescue" administrator account on each
of our laptops and PCs.

I am an experienced user but not a techy, so detailed "idiot's guide" step-by-step advice would be extremely helpful!

Desktop Disappeared After Windows 10 Update

After upgrading to windows 10, my desktop completely disappeared, sometimes it will flash for a micro second. The Desktop folder is still in my folder list and I can access it that way but prefer to have access to my desktop. I saw the other thread where
it suggested a clean boot, but this did not work. Any other suggestions?
