Windows 10: Glitches in USB after the recent windows 2004 update

My Surface Pro 3 working with Windows 10 pro recently updated with the 2004 update but I have a serious problem with the USB drive.

It is very arbitrary in detecting devices connected to my USB, a few external drives, a few pen drives not all, my android phone is not detected. It does not detect my external USB mic and the error it throws up is "USB device not recognized". The device manager has a comment "Device Descriptor Request Failed" , Windows has stopped this device because it has reported problems Code 43 A request for the USB device descriptor failed.


I have tried to


1. Update the drivers

2. Uninstall the device and do a scan for hardware changes

3. Reformatted my computer to the original windows 10 pro 1900?

4. Did a clean update to the 2004 version


None of these have worked. all my devices work flawlessly on my other computers.


I really do need help to resolve this issue which cropped up about 6 days ago.

Display errors might have caused by an incompatible drivers. For us to isolate the issue, we would like to know the following:

• What is the
  build number and version of your Windows?
• When you say glitch, does it mean that the screen flickers?
• What troubleshooting steps have you done so far?
• What is the make and model of your Windows 10 laptop?

In the meantime, we suggest that you update the graphics driver of your Windows 10 by following the steps given on this article:

Glitched Mouse with most recent Windows Update!

To resolve the issue you're having with using your mouse, we suggest that you run the
Hardware Troubleshooter on the computer with the steps below:

• Press Windows logo key + S on your keyboard.
  
• Type Troubleshooting and select it from the list.
• Select Hardware and Sound, then Hardware and Devices.

If the issue persists, update your mouse or touch pad drivers with the steps on this
