Windows 10: Google.com services unable to connect but browser can connect to other websites

Earlier today I started having issues while working in Google Docs where I kept receiving a message stating "Trying to Connect". Then after some time the page would reload and connect but it kept "Trying to connect" intermittently. Then I began having issues connecting to other Google services as well and now when I go to www.google.com, I receive the message below. This is happening with both Google Chrome and Microsoft Edge browser. Browsers can't connect to some websites

Hello,

Since you are unable to connect websites through ant browser, this issue could might have cause due to internet connection or ISP related.

So I suggest you to connect to the same network to another device and check the issue persists there as well.

Unable to connect to Google servers

There are cases that web content are blocked due to proxy server settings. We suggest that you remove the check mark on the the proxy server box, follow the steps below:

• Type Internet Options in the Ask me anything bar.
• Click on Connections tab.
• Click on LAN settings.
• Remove check in Proxy server box.
  

Once done, access your Google apps and check if issue persist.

Cant connect to internet, says "layered service provider is outdated"

I just moved to a new location with a new ISP. My computer has windows vista, and i am unable to connect to the internet. When i try to diagnose the problem it says my layered service provider is outdated. Google searches said that was bad to do.

I was also told to uninstall my nod32 v2.7 and this would make it work. I have done that and did a winsock repair, and still nothing. Any suggestions?
