Windows 10: Google Desktop Notifications dont pop up but are in the action center

I have my google calendar alerts set to Desktop notifications , yet they rarely pop up. However, if I open my action center, they seem to be listed there as expected. They;'re just not popping up. It's as if my notifications are set to be muted, but they're not. Everything seems to be enabled, and they do pop up maybe 15% of the time.I'm on windows 10.What's happening here? How can I get the desktop notifications to pop up 100% of the time? IBonus question: is there a way to have the desktop notifications for Google Calendar still pop up even if the calandar browsewr tab is closed? Or

To stop action center notifications, I suggest you to follow the steps given below:

• 
  Type settings in search bar and hit
  enter.
  
• 
  Go to system.
  
• 
  Select notifications and actions.
  
• 
  Click on turn system icons on or off.
  
• 
  Turn off action center.

Action Center and notifications

While I like having most notifications in one discrete place, I did use to have an hourly notification pop up. It helped me keep track of the time and my computer usage. Lately however, I've found that it just winds up in the Action Center, which doesn't
help me. Ironically, it's not intrusive enough. Is there a way to bypass the Action Center? So that I can actually see my hourly pop up?

Specifically, it's the Cool Clock extension on Google Chrome.

 

Action Center is not showing past notifications

It seems like the respondents either don't read the original post or don't understand the issue. I'm rewriting the issue since I started to experience this as well.
PLEASE READ CAREFULLY ALL ITEMS BEFORE REPLYING:

• Notifications are popping on the desktop (Sliding from the bottom right corner)
• The Notification icon Lit (turns white)
• Click on the white notification icon to open the Action Center and it is
  EMPTY
• Close the Action Center and the icon clears

That's it... no delete and no other user action is performed.

This used to work fine but changed during one of the last updates. I'm not sure which update it was.
