Windows 10: Google meets not working with surface pro8 and windows 10

I have a surface pro 8 using windows 10. I can use teams and zoom, but google meets does not work. When I click the meeting link I get to the page where it says getting ready, and the waiting "wheel" just turns, where normally the camera is turned on or there is a pop up dialog asking permission to use the camera and it asks me if I want to join the meeting. I have gone thorough all of the camera and microphone privacy settings and the camera and microphone is enabled. I can join the google meets through my profile on a different machine, so this is not a google profile issue and is an issue r

Camera on Microsoft Surface having issues with Google Meet

When I try to connect to Google Meet using my Microsoft Surface the camera image makes me appear to be a) in night vision, and b) strobing. The overall effect makes it look like footage inside a haunted house. I am posting this question with Google as well,
but I'm wondering if this is a problem you are aware of. I don't have this issue with any other platform (Zoom, Skype, Microsoft Teams).
