Windows 10: Got Infected with some hackers and need security for online emails

Hello,I am using Windows Server 2019 and today there is very serious incident of fraud happened with me.I was in communication through email with the UK Government tax authority HMRC and need to pay big amount of VAT and they wrote me an email to transfer the money and provided me the Bank Details. When I tried to transfer the money on the account prescribed, there was some doubt so I phoned to HMRC to confirm the Sort Code and Account No. and came to know that this was not the account number they provided and it has completely changed. The surprising thing is everything is proper and only

Microsoft Account: Hacker changed security email address

Hi, they removed the phone number I had linked with my account. Any time I try to make any changes to the security settings, including adding 2 step authentication, I get the "Verify your account" message where it wants to send me a security code but obviously
now this is linked to the hackers email address so I cant get any further!

I was hoping someone could give me a list of step by step instructions you use as a guide to clean virus, malware...etc. so I can keep my PC clean if it gets infected.

1. You must be the Administrator on the computer to run the commands I listed earlier.

3. There are utilities (free) that can locate passwords on the device. These are from NirSoft.

EncryptedRegView,

CredentialsFileView, and
VaultPasswordView

EncryptedRegView will decrypt passwords found in Windows Registry

4. As Greg said, go to every site you do business with and change your passwords to secure your accounts.

5. If nothing works, Perform a clean install of Windows 10 which will wipe account information out on the system.
