Windows 10: Got stuck on an update and corrupted OS

I've recently updated my computer but it got stuck on an update. I googled the problem and restarting the computer. After doing it, nothing works. I've tried every method I found and non of them works. I also tried recovery from a restore point from a moth ago, the last time I used the computer that still worked and cannot be restored.The problem I have is that when I login, the explorer.exe process crashes and only the cursor on black screen is shown. I start a command prompt and then explorer.exe and it seems that it's solved but then it crash again and restart and crash all the time. I can

help me install Lineage OS, I made a video of where I am stuck at

I downloaded latest Lineage OS for my phone ZTE Axon 7 Mini, (it does not make you root the phone to install this OS and I don't want to root it, beause I want netflix still to work), well anyways, I follow all the official steps listed on lineage OS website https://download.lineageos.org/tulip and you will see in the video where I get stuck, someone help me get past this part please, thanks!

 

Programs not working

In post 26 there were steps listed to fix the operating system corruption.
Are you able to follow them?
In post 29 was the suggested dism repair command.

@smoka Great you fixed it and would be interesting to know how you did it. Care to list the basic steps you took to do it so that it can help others stuck in the same situation?
