Windows 10: GPU 100% Whilst Idle

Merry Christmas everyone. There's plenty of threads of this issue on the internet, and I'm just going to list what I've tried:

Closing all applications
Virus scan (Malwarebytes and Defender offline scan)
Driver Factory reset
DDU

The curious thing is it's only GPU-Z that's listing the usage. Task Manager says my GPU is at 0% and fluctuates like normal, but my GPU is clearly climbing to over 70°C and my memory and core clock are maxed. Sometimes a restart fixes the issue. Even then, after I close a game the GPU often stays at 100%.

Driver version: 17.12.2.

Windows 10 "Display driver stopped responding" and wierd Start Menu with AMD

Many thanks for your prompt reply. I've tried your suggestions. However, the problem still seems to occur.

From my research I wonder if the problem is that the gpu isn't getting enough power to keep it going whilst idle. I've read from several forums that Windows attempts to cut power consumption by limiting the gpu's power whilst the system is idle. I never
had this problem with Windows 7, however. I've changed the power settings from balanced to high performance and since then I've had less frequent "Display driver stopped responding" errors, but the distorted text still seems to occur, especially after sleep
mode.

If you have any other suggestions please do let me know. I'm willing to reinstall windows however it would be frustrating if this turned out to be a driver issue or something else.

Windows 10 using GPU constantly when idling

Yesterday I upgraded from Windows 8.1. Since then I see in HwiNFO that when Windows is idling the "GPU Memory Controller Load" is always going to a steady 4%. I discovered this when I saw that the average
temperature of the GPU VRM was 10C higher than the idle temperature under Windows 8.1.

In Process Explorer there are three processes that use GPU memory when Windows is idle: ShellExperienceHost.exe SearchUI.exe and explorer.exe.

Has anyone seen this behaviour also?
