Windows 10: GPU and CPU spiking to 100% then back down to normal.

My cpu and gpu are spiking up to 100% and back down when idling and doing tasks whether its intensive or small. I am using a brand new dell xps machine and i have already contacted dell support. I have no hardware problems so its a software problem. If they fix it they will be charging fees and I didn't even do anything to the software so im getting charged to fix a problem I didn't cause. PLEASE SOMEONE HELP ME IT WOULD BE SO GREATLY APRECIATTED!!!

Cpu usage spikes

Hello ! My PC specs are the following:

- AMD Ryzen 1600x CPU

- Nvidia Gtx 1060 6gb GPU

- 8 GB DDR4 RAM ( 2400 MHz)

- Asus B350 Prime Plus Motherboard

Sometimes I get those weird spikes ( they come and go ) lasting for 1-2 seconds of 100% CPU utilization. In idle state the CPU utilization stays between 5-10% ( up to 20% if im browsing the internet and having programs like Steam, Discord etc running in
background), but when the spike comes I can see how the pc freezes for 1 second ( typical lag freeze) and how the cpu utilization rizes to 100% CPU then jumps back down to under 20%. I have waited with taskmanager such a spike and discovered that when it happens,
System NT Kernel & System is the one process that its sudently eating up all the CPU resources.

I tried updating all the drivers and im still having the problem. Here is a Windows Performance Record

link where I left the pc running for 45 minutes and I saw atleast 1 spike happening in those 45 minutes ( I kept going away from the computer and coming back).

 

Lag Spikes caused by CPU usage drops and GPU usage spikes after Windows 10 April update

Since the April 10th update for Windows 10, my laptop has been suffering from lag spikes that occur during simple tasks such as browsing the internet.

When looking at the task manager during these spikes, I can see that the CPU usage drops to around 10% while the GPU usage increases to close to 100%. I looked at what programs were using large portions of the GPU which turned out to be the 'Desktop window
manager' and the 'Client server runtime process'.

I've seen that other people have had a similar problem with the recent update, but not much in the way of solutions as of yet. Does anyone know how to fix this?

100% CPU usage... except in Safe Mode (without Networking)

My CPU is maxing out CPU usage frequently (it has lulls and spikes), without explanation. Idling, it can settle to around 5% and spike randomly to 60% or more. When I do something as simple as open a window, it spikes between 40% and 100% non-stop.

This problem seems non-existent in Safe Mode (without networking). I tried numerous different suggestions I've found online, and in the end, I decided to wipe my drives and restart my Windows 10 install.

This did not fix the issue.

Does anyone have suggestions or support that could help me figure this out?
