Windows 10: GPU Clock stuck at 300MHz

My laptop is a Dell G5 5590 with and RTX 2060 and it’s running games on 10fps that used to run just fine before. Ran heaven benchmank with GPUz open and found out the clock speed is stuck at 300MHz when the minimum expected should be around 960 for my graphics card… I’ve tried everything from updating drivers, messing with power settings, and even resetting my laptop and nothing works, someone pls help!So the last thing I tried was uninstalling nvidia drivers with ddu and installing the latest one again. What changed was the GPU power, which increased from 52w to around 215w, but the clock rem

After you disabled the IGP, you have to reinstall the Catalyst 13.12 driver set (but first clean your PC from the previous AMD drivers, see below).

Try disabling it in BIOS; it is better anyway for several reasons. The P8H61-M LE has an UEFI BIOS. If your BIOS is similar to the boards i know look for:

Advanced Mode, ->
System Agent Configuration

Initiate Graphic Adapter: PCIE

[...]

Initiate iGPU: Disabled

If you have successfully installed Catalyst 13.12 WHQL, you could navigate to C:\Users\*YOU*\AppData\Local\ATI\ACE and open the Profiles.xml. You could edit it with your xml editor or with Notepad++. (Note: that is not the standard Notepad!)
It contains the settings for the card. But don't do anything with it if you don't know what you're doing.

Again:

after you have disabled the IGP, you should

uninstall all previous ati/amd software (following these steps exactly)

reinstall Catalyst 13.12 WHQL

Your problem should be solved now.

First you should do a fullscreen benchmark to see if the clocks will go up. (Any windowed benchmark is never a good test for that).
Like 3DMark 2013

I would suggest you again in CCC -> Performance -> Overdrive

enable Overdrive,

then move the power slider to the right, in order to allow it sufficient power.

then -slightly- overclock the core using AMD's own Overdrive right there. 50 Mhz up should be enough.

Click Apply.

Otherwise, I would suggest that you install the drivers you got with the card. (as they are older than 13.12 whql first completely clean from AMD drivers).

Alright bud....

Did you try cleaning the drivers as I suggested?
Did you try disabling any overclocking programs or GPU related programs running in the background? Not only programs of that nature but also look at Sound Drivers programs and blue tooth programs that maybe running. As a matter of fact look into unstalling some of these while testing.

In the end you may have a faulty card.... or it may require a re-install of the OS... but before we go that route.... lets try everything first.
