Windows 10: graphics tablet not woth with windows 10

i have a spear tablet that I've let my friend use as i have resently brought a better one, the tablet that i gave him is the ugee m1000L, it's not a driver issue as i recommend he uses the tablet without the driver installed as it works perfectly fine without, for some reason his pc will not direct it and let him move his mouse around with the tablet, he can still click to open and close apps but not move, we tried installing the driver but it didn't help, i took it back to test on my pc and it works fine without the driver just not on my friends, can anyone help

Removing Graphics Tablet Drivers
