Windows 10: Green Frame around inactive windows

I recently upgraded to a new lap top and now I have this green frame that shows around any inactive windows I have open. What is it for and is there a way to turn it off.

I have a brand new X1 Yoga (as of a month ago) and it came with the WriteIt program. Just yesterday it all of a sudden developed the green frame problem. So, what did you do to solve the green frame problem?

Sorry for the late reply. YES, doing the Clean Boot exercise solved it - managed to isolate the offending program. It's a bit of a tedious process, but better than living with that awful green frame.

And for fellow ThinkPad X1 Yoga users who may suffer a similar problem: it was the WriteIt program that caused the green frame...
