Windows 10: Green Screen upon starting PC

Hello, my Personal Computer is having severe problems and isn't running correctly at all, When I start it up after the companies logos and the loading the entire screen goes completely green and the only way to see my screen is to spam the keyboard shortcut Windows + CTRL + Shift + B and even so it appears very glitched and distorted, when opened in Safe Mode the monitor shows everything completely fine. I've already "factory reset" my PC and the problem still persists, I've searched far and wide with no results, if anybody knows anything and could help that would be great, thank you.

Since I upgraded to windows 10. I'm getting green screens on IE, Firefox, Microsoft edge videos and on some movie apps. But not on Google Chrome.I have tried all the community step by step suggestive, instructions. But the problem is still there. I understood
that Microsoft is having some issues with windows 10. Is that a fact? .
