Windows 10: Hacked/Compromised Account Rambler.RU

So I've been dealing with a hacked account for about 3 weeks now by some rambler.ru thing. I've seen other threads before regarding this and attempted their solutions to no success. After 13 different support chats, I was able to escalate the issue to a "higher" team which then conducted an investigation on my account and found that it was indeed compromised despite already telling them that. The investigation essentially said that my security information was changed on the account and that they had no solution to my issue and no method of restoring access to my own account and ultimately susp
