    Half functioning brick after wipe/restore

Newbie to the forums here. Got a new-to-me surface pro this morning, did a wipe and restore on it.... Now it boots just fine, it will open the store, download and open apps (that I have downloaded) but that's it. Everything else seems to just be missing. Start menu won't open, Cortana doesn't work, Microsoft edge won't open, etc. I can use my volume slider but cannot open network and sharing, view notifications, etc. Any help would be greatly appreciated!

    :)

Restoring Windows 10 Image using Macrium Reflect

In addition to the above. Here's my suggestion in step by step.
I assume you have Macrium Installed in your current HD and already made a backup copy.
    1. Connect your new HD via USB port and boot up.
    2. Run Macrium, click on Restore tab then select the Backup Image that you made to restore
    3. click on "select a different target disk" then select your new HD as destination

    4. Proceed to restore then Shutdown and disconnect the old HD and replace with the new HD
    5. Boot up with your new HD.

    Controlling Windows Updates

Half the time it updates ,it either brings the disk usage up to 100% because of some persistent bug, or it bricks my whole pc so I have to system restore (all while suggesting to just wipe the whole computer ).

Does Microsoft not have a QA team or do they just suck this bad ?
