Windows 10: Hard shut down leads to BCD file error 0xc0000098

My friend was having issues logging in to her computer Windows 11 sign-in screen was getting stuck, so we attempted to solve that by repeatedly holding down the power button to hard shut down and open the Recovery Environment as outlined here. However, when the computer turned back on, we got this:"Your PC/Device needs to be repairedThe Boot Configuration Data file doesn't contain valid information for an operating system.File: \BCDError code: 0xc0000098[etc.]"Pressing F1 to enter the Recovery Environment after this just restarts the computer and gives the same error.From my limited readin

The the 0xc0000098 error can appear due to a corrupted BCD (Boot Configuration Data) file. This can be due to a change in the hardware. There is also a possibility that Windows files or the hard drive was damaged on some cases. In this case, we suggest to boot
from windows 10 installation disc and kindly follow the steps provided by

Recovery tool for \BCD ERROR CODE:0xc0000098

I have a HP Pavilion and since upgrading to win10 during Boot it freezes and I get the message FILE: \BCD with a ERROR CODE:0xc0000098 and it says I need a recovery tool, at that screen i hit esc. then enter and it boots up and runs perfect. how do I get
the recovery tool and fix the BCD file?
