Windows 10: Has anyone else experienced video and audio Stutter with newest updates?

My pc has never had issues until I updated windows. The stuttering is so bad my mouse doesn't work half the time and the audio glitches out as well. I can't play games or do anything. I've tried many things online including resetting to before the updates, uninstalling all updates and updating everything including all drivers, clearing update downloads history. In the end all I managed to do was change it from constant stuttering to a surprise stuttering every 5mins to 2hrs.

AMD software says its my gpu jumping to 98 randomly. A total of 8 Updates were installed Not sure how long ago these updates went live, all I know is that after installing them yesterday, my computer basically had a heart attack.

CyberPowerPC ,AMD Ryan 5 1600 Six Core ,16GB Ram ,Radeon RX 580 Series ,4096Vram ,64 Bit ,Windows 2004 ,OS Build 19041.867 ,Installed on 4/4/2021

Updates Installed: Microsoft Visual C++ x64 2010 KB2565063, Microsoft Visual C++ x86 2010 KB2565063, Security Update (KB5000802), Update for Microsoft windows (KB4589212), Update for Microsoft Windows (KB4601554), Update for Removal of Adobe Flash Player, Security Update for Adobe Flash Player, Servicing Stack 10.0.19041.860,

I could try to Uninstall them again to see what happens, but I'm not optimistic.

Windows 10 experiencing video and audio stuttering after 2H20 update

After I had installed the Windows 10 2H20 and other recent updates I'm getting bad stuttering from the audio and mouse inputs. I've already cleared any viruses and malware but it's still there, sometimes when I restart the stuttering will disappear. I
would appreciate any suggestions to fix this thanks.

Fix #1:

Step 1:

Go to search box next to Windows icon and type CMD

Step 2:

Right-click on Command Prompt and select Run As Administrator

Step 3:

Type msdt.exe -id DeviceDiagnostic and press enter.

Step 4:

Restart PC and Verify

Fix #2:

Step 1:

Go to search box next to Windows icon and type Troubleshoot

Step 2:

Click on Troubleshoot

Step 3:

Then select Video Playback and click Run the Troubleshooter

Step 4:

Restart PC

Fix #3:

Step 1:

Go to search box next to Windows icon and type Troubleshoot

Step 2:

Click on Troubleshoot

Step 3:

Then select Audio Playback and click Run the Troubleshooter

Step 4:

Restart PC

Let me know the status after performing the above and if in case the issue still persists then will provide you with further steps to resolve this issue.

Video and audio stuttering

I recently bought a brand new pc -

Seagate HDD 4.0TB 256MB SATA3 BarraCuda

Plus I run a duel monitor setup-

From the very moment I fired up the PC I had experienced stuttering in both video and audio, the video stuttering was pretty constant and the audio stuttering happened at random but frequently. Just by draggin a tab across the screen was enough to see the
stutters, and as for the audio, I could use the "test" function to replicate the audio stutters. This problem seem to come and go at random, and restarting the pc seems to fix it for a while, but it always comes back. I tried re-installing my gpu driver and
audio driver, even reseting my pc. No cigar so far. Please someone help, I payed an arm and a leg for this rig and I can't even watch videos on it without the experience being completely ruined by these stutters
