Windows 10: Have ERR_HTTP2_PROTOCOL_ERROR for Ralphs.com -comes and goes

Wanted to access ralphs.com and go from there and could not access from my PC. On my phone, it was working for me until it stopped working for me. I have a few browsers on my PC and have tried to go to the website and it doesn't work for me. Definitely need help with this issue. It's always something. We suggest that you reset Windows Photo app. Follow the steps below:

• Press Windows key + R.
• Type %appdata%\..\Local\Packages\Microsoft.Windows.Photo_8wekyb3d8bbwe\LocalState
• Delete all the contents of the folder.

I'm home and have had a chance to work on my daughter's Lumia 640. I'm sorry, but your instructions aren't working. What's happening is:

• the Microsoft logo comes up
• It goes black
• It vibrates
• it returns to step 1

What do you suggest now?
