Having an issue with display under settings

So I just recently pulled an older computer out of moth balls due to my primary machine having a motherboard issue which required an RMA. This computer has been out of use for a while, but required me to reinstall windows due to the current version was having a lot of trouble. I recently right-clicked on my desktop and went to display, it popped up, but all it showed was the gray window with the little cog wheel in the center and wouldn't load further. Rebooting and Logging off remedy the issue for a few hours and then display goes back to the stat it was in.

Now everything else under setting works, I can access every other part under setting just not display. I tried a few things through CMD, Power shell and such, but nothing fixes it except logging out or rebooting which is a temporary fix at best. Beyond this everything is working great. If I want to change the magnification from 100% to 125% then I would have to log out or reboot, but Windows is showing no other issue but this. If I try going through Start>Setting>System clicking it does nothing. If I type in the other like sound, notification and power that is also under system then it will go to them, but when you click on System the first thing it defaults to is Display and that's why nothing is happening.

I'm up to date 2004 for the OS version of Windows 10. Drives are all up to date. Graphics Card is an RX 570. Just mentioning it in case there has been conflict with AMD card on the latest build of Windows 10. Now this computer is pretty old, but it still takes everything I can throw at it in term of task and gaming. The I5-2500K is still and amazing CPU despite it's age. I did take a screen shot of me clicking on display and it just sits there like it doesn't exist. I can't find any topics of anyone else having this specific issue online. It seem like people mainly have issue will setting altogether not work and not just a single out section like this.

I even tried uninstalling video drives and reinstalling, but that didn't resolve the issue. I'm able to troubleshoot most of the issue as long as I can google it and find similar information relating to it, but this seems to never happened to anyone else.

    Steps 1:

    1. Go to settings
    2. Click on “System"
    3. Then click on Display
    4. Move your mouse to the monitor that needs to be set as primary and check the box
      "Make this my main display"
    5. Under "Multiple displays" select "Duplicate these displays"
