Windows 10: Having issue with widows11 2022 no custom image sizing!

Does anyone know where the custom dimensions option is, I tried to resize an image with custom sizes but the option is not available in the resize image section, it just has the image size there to change but it auto-fills the height and width sizes so you cannot customize the width or height, Please help. I have windows 11, I would love the option to choose custom heights and widths for my images again thank you.

Guys i am trying to fix my cousins Asus Eee netbook. It has a backup image file that is partitioned on the hard drive but when I go to use it the app will run through a few steps and stop. It is running Vista . Any suggestions?
