Windows 10: Having trouble launching applications. Error code: 0xc0000022

I've been having issues launching applications, mainly through Steam. When I try to launch the file through FileExplorer I get the error code 0xc0000022. And much like another question about this error code, the applications will launch on the account of the owner of the pc, but no other. I have attempted to uninstall and reinstall my account as well as creating a local account but they never launch even though all accounts should have the proper administrator permissions.
