Windows 10: Hello, I have a very concerning question.

Alright so, I was trying to install Minecraft on my computer, but eventually I got the OpenGL Error. which I already know how to fix, but we are not here for that.Now, In order for me to fix the OpenGL error, I needed the OpenCL and OpenGL Compatibility App, however I needed Microsoft .NET Framework 4.0 installed, I tried the "Turn On Windows Feature" thing that eventually "updates it", but it didn't work FOR SOME REASON...So, just to make sure my device isn't outdated and I'm forced to replace it, How do I update my .NET Framework from 3.5 which also contains 2.0 and 3.0 to 4.0??I'd 100%

Another question, is this on a home network or a work network? The steps @eidairaman1 listed are always a good first step. If this is on a work network you manage, I'd be much more concerned than the home one. It is possible someone is screwing with you, but malware could also be the culprit.
