Yes, I understand that your Windows Hello Face is showing up as not available. Where you able to do all the troubleshooting steps as suggested above?

Can you describe what happens when you completed the each of troubleshooting steps above? Is there an error message or something that could help to figure out the cause of the issue.?

 

Windows Hello Face Recognition always is missing

In order to get clarity and to assist you accordingly, please reply with the answers to the questions below:

• What is the make and model number of your PC?
  
• What is the Version and Build of Windows 10 installed on the PC? (Type winver in Windows search/Run command)
  

Meanwhile, I would suggest you to follow the steps mentioned below:

1. Open Settings (Windows + I), go to Accounts section
   
2. Navigate to Sign-in options > Privacy
   
3. Toggle the switch to On for Use my sign-in info to automatically finish setting up my device
