Windows 10: Hello PIN - Something went wrong. Try again later. Cannot set up Windows Hello PIN

I have had a PIN to access my account since I bought my computer, which is a desktop. A couple months ago, the sign-in screen told me that my organization requires me to change my PIN and I thought "Meh, whatever." and then I changed it. And now it tells me to change my PIN every few weeks, which is getting very annoying since this is a personal computer and has no organization associated with it. So I think to myself "Surely there has to be a way to turn this feature off." So I, as the administrator, go to settings > accounts > Sign-in options and find Windows Hello PIN is unavailable which doesn't make any sense because I literally use it every time I log in.. I click on it and it just says "Something went wrong. Try again later." But that happens every time I attempt this. I clicked the "Click here to find out more" link but it has proven unhelpful, just like the Microsoft Virtual Assistant. So essentially there is no way to turn this feature off, or adjust it or even access it at all???. I've seen this issue posted a few times with no resolution. Can someone please help?

Unable to create Windows Hello PIN

Hi,

I have just bought second hand Lenovo T470s Laptop, which reset to factory setting (I believe). Now, I am trying to setup the Hello PIN first time and getting the following error:

"we weren't able to set up your pin. you can try again, or skip this step and set up a pin later."

Any suggestion on how to solve this??
