Windows 10: help determine what is causing graphical glitches, please

TLDR strange visuals in a few programs nothing in most though.

I have started to notice some strange visuals on my pc recently I would like to correct them if possible or at the very least diagnose what is causing them. currently, they are nothing but a minor distraction but I'm a neat freak and i don't like my computer growing glitches like this randomly. I only recently noticed it (last month or so)

pc specs/details are as follows

core i7 8700k water-cooled

48 gigs of ram (yeah I know that's a weird number its two sets)

evga rtx 2080ti ftw3 ultra hybrid

on an auros z370 ultra gaming wifi rev 1.0

2 1tb Samsung nvme m.2 970 Evo plus running in raid 0 and several other drives but the two m.2's are where the os lives

in certain applications, the effect can grow to encompass the whole of the program but it never gets so bad that it's illegible nor does it affect windows explorer or any other programs so far I only have two programs that seem to do this those being vortex mod manager and photoshop. I haven't noticed anything strange in any games nor strange GPU or CPU usage. this strange outline that seems to grow only happens when I mouse over certain areas of the programs that have this glitch or if I open other windows and drag them in specific ways. in the case of photoshop when I undo something it starts to outline the history pane.

it should be noted that the image is unedited and is just a print screen of the effect as its happening, but I opened it in photoshop to get a better zoom on it. the actual program that had this visual was vortex mod manager but it has also shown up in photoshop in a few panes.

Graphical(?) glitch happening, windows 10

I request you to try the following steps:



Uninstall and Reinstall the Graphics Card Drivers.

Step 1: Uninstall the Graphics Card
Drivers

• 
  Press “Windows Logo” + “X” keys on the keyboard.
  
• 
  Click on “Device Manager” from that list.
  
• 
  Search for the Graphics Card
  from the device list, right click on it and then select “Uninstall”. On the un-installation window, if you have an option: “Delete the driver software for this device” you may select that and then remove the corrupted drivers
  from the computer.
  
• 
  Follow the on-screen instructions to complete it and then restart the computer if prompted.
  

After the restart, please go ahead with the next steps to install the latest drivers and check if that resolves the issue.



Update Driver Software from the Manufacturer’s website:



Step 2: Go to the Computer or Graphics Card
manufacturer’s website and search for the latest Windows 10 drivers available for the
Graphics Card model and then install it by following the instructions given in the website.

Glitching After Updating To Windows 10

Display errors might have caused by an incompatible drivers. For us to isolate the issue, we would like to know the following:

• What is the
  build number and version of your Windows?
• When you say glitch, does it mean that the screen flickers?
• What troubleshooting steps have you done so far?
• What is the make and model of your Windows 10 laptop?

In the meantime, we suggest that you update the graphics driver of your Windows 10 by following the steps given on this article:

Graphics glitching after upgrade to Windows 10 on my tablet pc

I would suggest you to update all Graphics Card Driver. Please go to the device manager and update your Graphics Card.

Follow the steps to update the Display Adapter drivers:

• Press Windows key + X key and click Device Manager.
• Expand the Display Adapter.
• Right-click on the Graphics card and click on Properties.
• Go to Driver Tab and Click Update.
• Restart the computer and check.

If this doesn't help, then you might have to uninstall and then reinstall Graphics Card driver from the Manufacturer's Website.
