Windows 10: Help! error message: Talal.exe - This application could not be started

For the last few days i've been getting this error message at random times no obvious pattern while using my win 10 PC. It started without me having installed any new software to provoke it. I've since updated windows, and checked for any .NET framework updates. I've also searched my PC for anything with the name "talal" in it but i've come out empty. Whenever the error appears always 2 windows of the error are showing it minimizes whatever full screen application i am using.I've also scanned my PC for any malware or viruses but win defender is not finding anything. No change. Ran both the SFC and the DISM then clean boot and error message still comes up. Any other ideas? Could it have anything to do with faulty DIMM memory, etc.?

I suggest you to run SFC scan and check if it helps.

System File Checker is a utility in Windows that allows users to scan for corruptions in Windows system files and restore corrupted files.

Follow the below steps:

• Right click on the Start button, click on
  Command Prompt (Admin).
• Type “sfc /scannow” without the quotes and hit
  Enter.
• After the scan, restart the computer and check for the issue.
