Windows 10: Help, I no longer see the password screen, only a blank wallpaper

I really need your help guys.To preface this, i've been struggeling with the fact that I cannot set the Face recognition or PIN under Windows hello.I tried hundreds of fixes, nothing worked.I found the fix below on a forum, to delete the whole folder "C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\NGC". After doing that I tried changing the PIN, again unsucessfully, restarted, and when I came back i could no longer see the password screen. When I try to log in i see the wallpaper and clock, I press any key and the clock just goes away, leaving a blank wallpaper.I've re-install

Windows logo key + Ctrl + Shift + B > report what you see and hear

See if you can boot to the BIOS using the information in this link:
