Windows 10: Help! My pc got infinite splash screen and i can't enter safe mode!

It's called splash screen???Well i don't know what happen when i boot it up this day but here's the link to the video https://youtu.be/NrqsIQ3bQaUI've been trying for the past 4 hour and it just the same result, i tried like chaging the ram position, clean it from dust a bit because i fear the pc damage gonna be worse, i try restarting/rebooting over and over again. there is AMI bios thing in the startup that i cant do anything unless choose startup or setup.I'm using windows 7 professional but I don't have any disk

Cannot enter safe mode

Hi, My Asus laptop is stuck in a startup repair loop while trying to fix error 0x80070091, I've tried following things:
Use this guide: Startup Repair Infinite Loop Recovery - Windows 7 Help Forums
Use the option 'reset this pc' and tried to use 'system recovery' but all to no avail.
While in this startup repair loop it also seems impossible to enter safe mode. (I've tried to enter safe mode pressing F5 from the startup settings screen). I guess using the tweaking repair program will solve this error (0x80070091) but obviously I have to enter safe mode first. Any suggestions?

Cannot Enter Safe Mode / Computer boots normally

I'm running Win 10 Pro 1903.

Here are the steps I have taken to get into safe mode: Start button, settings, update and security, recovery, advanced startup, troubleshoot, advanced options, startup settings, restart. The computer boots normally, not in safe mode. Any suggestions would be most helpful. Thanks in advance for your help and interest. .

• 
  Type msconfig
  
• 
  In msconfig > Boot tab >
  Boot Options > uncheck Safe Boot > APPLY / OK.
