Windows 10: Help needed - files keep reverting to read only

So brief history - I had some driver issues and then corrupt files so I had to do clean install of my pc.

My C drive was wiped and had the windows reinstalled, and D drive not affected (done by pc reset)

Then I reinstalled most of my apps and games as well as updating windows to the most recent iteration, and then I was met with some interesting issues caused by the fact I couldn’t change steam to not be read only.

Low and behold I then fall into solutions changing ownership, changing your account to local, reducing uac notifications, creating a new user, load of clean up cmd commands - tried running safe mode and cmd with admin privileges...

Then i see a solution saying to clean install windows.

So I do that, format both drives, clean then both and allocate the C drive to be GPT.

Then after that first thing I do is to try and change a folder from read only to not read only. And once again hit the error again.

It says I am the owner, but I no longer have full access, but access is denied or failed to enumerate object when I try to give myself control. So I created a new user gave that admin, and now it says I have full control but still no luck.

Controlled file access isn’t running either and I have no programs installed other than chrome.

So I try and use cmd to remove attribute with the command:

Attrib -r +s C:\programfiles(x86)

But I get the answer file not found....

If anyone can please advise as this is driving me nuts. I can’t do anything at all.

Advice much needed.

Folder keeps reverting to read-only

Every time I un-check the "read-only" attribute on a folder it automatically reverts the changes I've made.

I tried taking full control of the folder as the administrator and as users and I've also tried using "attrib -r +s drive:\\" in run but it doesnt seem to work.

How can I change the file to read only and keep it from changing back?
(I'm on windows 10 Home)

 

Music folder keeps reverting to Read-only

My Music folder and the files within keep reverting to Read-only. I'm the owner (and administrator) of the file so that shouldn't be the issue.

When I uncheck Read-only and Apply it nearly finishes but then gives me the message:

Error Applying Attributes

An error occurred applying attributes to the file:

The system cannot find the file specified.

I Ignore All and retry and it takes the same amount of time.

Help!

ever since I've upgraded to windows 10 I cannot access the settings icon.

Also all of my files keep reverting to read only after my laptop has been logged out of. I've tried main folder properties and un checking read only, but it then reverts back each time. It's also asking for administrator permissions for everything and I've
never had that before although I have checked and as the main and only user of this computer I am the administrator!

Its becoming very frustrating as I've read a lot of the read only fixes need you to go into settings which of course I can't do!!
