Windows 10: Help recovering personal files after unplanned windows 10 reinstall

My computer was stuck in a recovery mode loop, and all of the options in windows recovery mode restore, reinstall from cloud, restore backup were erroring, so I had to make the choice to reinstall windows from a usb stick.after the reinstallation, I have a drive called "Local Disk D:"this is locked with BitLocker, which i have the decryption key for, however after decryption it will not open, and instead asks me to format the disk.Obviously i do not want to do this as it would delete all the personal files.from what i can tell from looking at "Disk Management", the issue is that the "D:" i

Reinstalling Windows 10 to sell a PC - is the 'Remove everything' option enough?

Restore factory settings do list Removes your personal files, apps and settings, and reinstalls the version of Windows that came on this PC.

So if this isn't true well than just erase the drive and install a clean Windows 10 with all the drivers u need but why should it be true
