Windows 10: Help! Win10 ethernet throttling

I've got FIOS full gigabit, seeing 950mbps up/down on MacOS devices on my network. If I take the exact same ethernet cable and plug it into my Win10 box, I'm maxing at ~250mbps up/down.

Here's what I've run through to seemingly isolate some sort of Win10 software issue as the source.

• Bought gigabit USB 3.0 ethernet dongle to confirm it's not my mobo's network card that's the issue.
• Updated all relevant drivers
• Disabled all relevant Win10 bandwidth settings (auto-tuning, shared Win10 downloads, network adapter power management, Win10 Pro delivery optimization)
• Disabled system firewall, glasswire, CFoS bandwidth shaping, Plex, Deluge, and all other applications

About to just nuke the fucking thing and do a totally clean install. Any other bright ideas before I do?

Win10 CPU Throttling

Win10 appears to throttle the CPU down when it gets too hot. This is probably a good thing (I figure it prevents the CPU from melting down). It seems, though, that Win10 doesn't seem to recognize when the CPU has cooled back down, so the CPU remains in
a throttled-down mode indefinitely. I haven't figured out a way to reliably get Win10 to reset the throttling. As a work around, I have downloaded ThrottleStop which allows me to override Win10's behavior. Of course, I now have to manually watch the temperature
to ensure that the CPU doesn't overhead, but it's better than having an unusable CPU. Is anyone aware of a solution to reset Win10 throttling so that I don't have to use a third-party product to do it? Better yet, has Microsoft acknowledged the issue and
provided any guidance on when this issue might be corrected?

In case it matters, I am using a Dell Laptop E6410 with an Intel Core i7 M 640 CPU.

 

Ethernet throttled after swapping from ethernet to wifi to ethernet again

Hello,

I'd like to report an issue I have that arises when I unplug the ethernet on my desktop (to use on another device) and swap to a USB wifi adapter I have and then swap back later to the ethernet, unplugging the wifi adapter.

It appears that windows (or something, my router?) throttles the speed of the ethernet after I have done this, and until I restart the computer, the speeds I achieve don't generally go above 2 Mbps. Once I restart, they go back to the general speeds I receive
(and pay for) of around 80+ Mbps.

Is there any explanation for this? I find it quite annoying that I have to restart my PC so that it can get the network speeds that it usually gets just because I swap between wifi and ethernet.
