Windows 10: [HELP] Windows 10 problems with shut downs and apps

My personal desktop occasionally does not want to shutdown or open apps on startup. It will open and run stuff that I set to open on startup like discord but after that, I can't launch any programs and the shutdown button does nothing, as the seconds pass on, I will be unable to get a response from clicking the power menu and then the whole taskbar. Forcing me to force shutdown.

It seems to happen when I open origin as the first program I manually start and I once scanned for corrupted files in CMD and fixed it, only to find that the system detected the same thing corrupted after 2 startups.

How do I fix this?

sounds like some app or device not unloading cleanly
@Kursah he said DURNING SHUT DOWN AND ONLY DURING SHUTDOWN
none of your suggestions are relevant if thats true

open blue screen view and look at the top 5 or 10 entries that should give you a idea on what device is mis-behaving

Absolutely correct. The system is otherwise rock stable in everything. Gaming, benchmarks, stress tests etc. It is only during shut down that it occasionally happens.
@OneMoar - I will check blue screen view today after coming from work and report back.
