Windows 10: HELP windows installl stuck between 64 and 89 percent while factory resetting pc

my windows installation is stuck between 64 and 89 percent as i clicked factory reset system its just been looping ive restarted my system but since its factory resetting theres nothing else i can access apart from that blue screen telling me not to turn of my pc not laptop please help i have 0 idea what to do.

I have this exact issue at the moment. The factory reset is stuck at 64% and no, the answer given wasn't very helpful AT ALL. The screen is still stuck at 64%, what's the next step i should take? Should i manually force the PC to shut down and start it back
up? Urgent, thanks.

 

Windows 11 Factory Reset Stuck at 89%

My PC had way too much stuff on it so I decided to reset it but keep some important files, though I did see an option to install Windows 10, I was curious and like Windows 10 better. This was on the recovery environment. It worked well and now all it is is a blue screen that says “Installing” and it resets to 60 something percent once it hits 89%, and this was an expensive PC, so I was just wondering if there was a fix.

Specs: GPU: EVGA RTX 3060 Ti

CPU: Intel Core i7 (I don’t know the rest of the numbers.)

Toshiba Satellite Laptop stuck during reset at 64 percent. Keeps repeating it's at 64 percent. I do not have any restart materials. Such as a USB drive with files on it or a DVD or cdrom
