Windows 10: Help with Billing and Random Login Requests

I have a monthly charge but I don't have anything listed on my account? How can I get rid of this? Secondly, I get emails almost every week saying someone is trying to log into account and here is the code. But I am not the one doing this? I don't want to have the account and I don't want to be billed. Please help

I suggest you to follow the steps below and check if it helps.

Step 1: I suggest you to select the appropriate language in login screen at the bottom right corner and check if it helps.

Steps 2: Use On-screen keyboard in the login screen to login and check if it helps.

Random account appeared on login to my computer

I suggest you to try the below steps to remove the user account from your computer.

• 
  Login to your computer through administrator account.
  
• 
  Press Windows key + r and type
  netplwiz, hit Enter.
  
• 
  Select the user account, you want to remove.
  
• 
  Click on the Remove button.

Windows 10 random pre-login pictures

Your suggestion did not help me at all. I enjoyed the random pictures before login. Suddenly they don't appear anymore. How about spending time stabilizing Windows 10. I'm Windows 10 Home, v. 10.0.14393, build 14393. I hope you can offer something more
useful.
