Windows 10: Help with the sounds panel

when I try to change windows sound in the sounds panel > "Sounds" Tab there is no way i can change the sounds,It seems like the sound panel window is not fully open

I know you say you're not that guy, but stepping into the $250+ range really brings a change in build quality that might have you never having to buy another set.
