Windows 10: Help with Windows 10

We purchased Windows 10 for our laptop. While 'updating' it wouldn't stop. We don't know much about computers, so the experts checked it. No one could restore it. We are stuck with a non working HP laptop, and paid for windows 10. Now we need to upgrade our windows 7 PC before January 2020. . I see to transfer you have to take it off the pc it's on. How do we do that when the laptop just has a 'circle' going round and round and will not work. WE purchased windows 10 but now we have to purchase it again?? Any suggestions?

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
