Windows 10: HELP! "YOUR PIN IS NO LONGER AVAILABLE DUE TO A CHANGE TO THE SECURITY SETTINGS ON YOUR DEVICE”

I appreciate anyone taking a look at this and hopefully helping.My motherboard just died on a 2 month old Asus Q530 running Windows 11. I purchased the same laptop and removed the SSD from the previous laptop and installed on the new. It worked. I am running Veracrypt and am able to enter my password while booting. However, when I get to

"Your PIN is no longer available due to a change to the security settings on this device."

After resetting my windows 10 pc (Dell Latitude 3190) I receive the message "Your PIN is no longer available due to a change to the security settings on this device." I cannot enter Safe Mode either. During the Reset I was asked something about the TPM? and I selected to allow the change/erase. I've tried multiple solutions listed in this forum to no avail. Any help is greatly appreciated.
