Windows 10: Hey, I really need help. My PC started doing weird stuff last few days..

First of all it takes like 5 minutes to shut down with all apps closed its just saying shutting down, now it began droping gpu wattage and util mid game and its not every 10 minutes but like every 20/30s I get a drop sometimes last a second sometimes my game freezes for over 10s I tried everything from yt and tutorials I found NOTHING works I really dont know what to do else could windows reinstall help? Should I just erasw all data and start it from scratch even tho I rlly dont want that I have so many games and files and my wifi is so slow I dont want to download it all

I managed to follow each step in each article but it worked for some short time but when I started my daily work, the pc went back to being very slow again. What should I really do now? Can you maybe be advise me on downgrading to a much better OS that is probably suitable for this old pc. What do you think?

 

Weird stuff happening to my new PC

Hey guys, my first time here.

I got a new computer for christmas. It originally had windows 8 on it,

But then i upgraded to windows 10.

And then there was some weird stuff happening to it now.

On the 7th of January, i turned off set time automatically. I changed the year to 2017, and upon logging on again, the time reset. Changing the year to 2015, and then 2017 stopped the reset.2 days later, i turned on the same machine again with a USB flash
drive plugged in, only to discover a third hard drive that wasn't there before. it was called Y: and it had 800-something MB, most of it filled up with 140-something MB. With was called ESD-recovery or something like that. When i rebooted the PC, it was gone.

I'm sorry if you think i am making this stuff up, but it really happened to me. Is it paranormal or just a bug in Windows 10? Because that did not happen on my other Upgraded-to-windows 10 laptop, only the desktop.

Volume controls doing weird stuff with balance

In Windows 10, my volume control is doing weird stuff, it changes the balance, and I really only have two intensities, 0 and 100.

When I start to lower the volume from 100 it starts to go all the balance to the right speaker but the same intensity, only lowers when I got to zero, which is mute. so from 1 to 100 its the same volume, the only thing that change are the balance.

My PCI audio card is a Sabrent SBT-SP6C
