Windows 10: Hey, Just a quick question. I have ben having a problem with my computers GPU useage

As of the last couple weeks my computer has been showing increased GPU usage in two programs desktop window manager, and client server runtime process I have not been able to run and play any games, because they crash after a few seconds. My GPU gets throttled to 20%-100% by desktop window manager, and I need to find a fix soon. Side note my drivers, and windows operating system are both up to date, so it shouldn't be as simple as updating drivers.-Thanks!Specs:Gforce RTX 3080AMD R5 5600X 6 Core24GB DDR4 2667MHz
