Little help needed

My younger brother fried his motherboard (PSU failed - damn fool had his Antec 300 crammed into a very cramped spot with very poor to almost no air circulation).

That's the extent of my knowledge, since he moved out of state, I can't help him out and look at his computer for him.

His old computer had:

AMD 64 X2 3800+ (old 939 socket - could possible be dead)
EVGA motherboard of some sort (which is dead - there are obvious physically noticeable fried components on the MB according to my brother)
2GB DDR2 400 (fastest the MB supports - could be dead)
Some off the wall 500W PSU that failed

For all that I know, his PSU could have taken everything with it.....but we need to start with the obvious and that is a new MB/CPU/RAM.

Our step-dad ordered him a new PSU, they put it in, but just as my step-dad figured....nothing powered on. So he needs a new MB and CPU (I'm not tracking down a 939 socket board for him, I don't know if his CPU is shot or not).

I haven't looked at motherboards for a good 8 months or more - right around the time AM3 started to become main stream for AMD.

I could use some suggestions as to what I could find for $200 (less is better). A snappy dual core and a decent MB, along with some RAM. I'm going to start checking things out, but I have to play catch-up and would appreciate any suggestions to help speed things along.

Just so you know, Intel or AMD is fine.
