Windows 10: Hi, I need an app as close as possible to the old PhotoShop now Adobe

HI, my name is Tom and an avid plastic airplane model builder. I am in need of an application, downloadable on my laptop, comparable to the old Photoshop. I used the old photoshop software to enhance old pictures and photos and text. This work was usually zoomed down to mm's and printed on decal paper, and the decal was applied on model airplanes, cars, ships, space and military vehicles.This is not not for commercial reasons, as building airplanes of the past is my hobby and decals are not available. Adobe Photoshop app

Cannot open up Adobe Photoshop due to error message 400. When I was previously successful at opening up Adobe Photoshop, I was unable to share the scanned photos with email recipients or with other programs on my computer. Suggestions please. Thank you,
