Windows 10: Hi, I need help, a random window well open it not chrome something black and white then...

A random window well open it not chrome something black and white then when I go to my chrome tab it will close and open a new chrome window. I'm not sure what to do but it will keep repeating no matter how many times I try to restart my laptop. Please help It is a windows 11 btwI have already tried restarting, shutting down chrome, ctrl + delete and trying to get rid of the window that pops up nothing works.

Open a window to black 'splash' instead of white

How does one change the color any given window that opens to black instead of blinding white?

Any time I open a window, whether it be chrome, file explorer, or whatever, the window flashes white then renders whatever is supposed to be there. It's for less than a second, but it's annoying. Is there a way to change, or even forgo that white flash before the program pops up? It's a shock when everything else is dark mode.

Open Settings/Ease of Access/Other Options and check these settings, perhaps set it to 'None'
